This project, “Institutional strengthening of the operational capacity to recognize the identity of persons seeking recognition of refugee status, with particular emphasis on children and adolescentsin Mexico,” is financed by the MIRPS Fund. 

Access to the basic services provided by the State is subject to the identification of the population, especially in the case of children and adolescents, hence the need for people with international protection needs who arrive in national territory, and begin the procedure with COMAR, have, without exception, the temporary Unique Population Registry Code (CURP for its Spanish acronym). 

Since June 2018, COMAR has been authorized by the National Population Registry (RENAPO by its Spanish acronym) - Government Administrative Unit in charge of registering and accrediting the identity of all people residing in the country - to issue the temporary code (CURP-t) for people who request recognition of refugee status, while their procedure is resolved, with the intention that from the moment they submit a request to COMAR, they can have access to state services. 

Once people are recognized by COMAR as refugees, or with complementary protection, they have the right to obtain the status of permanent resident before the National Migration Institute (INM) and have access to a definitive or non-temporary CURP, issued by the INM. 

Under this context, the project seeks to strengthen the State's capacity to issue the CURP to a greater number of asylum seekers and expand the number of states where it is issued in collaboration with state governments and their civil registries, with special emphasis on children and adolescents who must immediately access educational services. 

 It is expected that the direct beneficiaries of this project will be all the asyllum seekers, with special attention to children and adolescents who approach the COMAR or the INM offices to make the request for protection, located in the states of the Mexican Republic, with the exception of the six federal entities (of a total of 32 entities): Chiapas (Tapachula and Palenque), Mexico City, Nuevo León, Tabasco, Baja California and Veracruz, where The CURP-t issuance model operates.
